Anguilla is a British Overseas Territory and is therefore subject to British sovereignty, although not being a formal part of the United Kingdom. Anguilla does not offer a direct citizenship by investment program like other Caribbean programs on the market today, but it does offer 3 distinct ways to obtain permanent residency. Additionallyl, after five years of permanent residency, it is possible to apply for British Overseas Territories Citizenship and, finally, British Citizenship.
In June of 2019, Anguilla launched its residency by investment program. The scheme is appealing to investors looking for a tax-efficient domicile. The Anguilla program is neither a citizenship-by-investment or second passport program, unlike other Caribbean programs such as St. Kitts and Antigua. Applicants may qualify by investing either in the Capital Development Fund or in Real Estate directly. Anguilla's HVR program is ideal for highly successful investors and entrepreneurs with a global outlook. Applicants to the HVR scheme can get tax residency in Anguilla by paying $75,000 annually. Applicants must commit to a minimum of five years. During that time, the applicant must possess and maintain property in Anguilla with a value of at least $400,000.

Applicants may qualify for Anguilla residency through the real estate investment option. This minimal investment of $750,000 qualifies up to four family members for permanent residency. Each extra family member requires an additional $100,000 investment. Application, processing, and due diligence fees are additional.
The property must be retained for at least five years. Homes, villas, condominiums, hotel units, and other types of properties are eligible. Prior to committing to the investment, prospective investors can submit an application for conditional permission.

The Capital Development Fund is a special fund established by the Anguillan government. Its objective is to grow and diversify the island's economy by investing in significant public sector initiatives. The minimum investment for a single candidate is $150,000 + $50,000 per spouse or dependant. Application, processing, and due diligence fees are additional.
For the Select Anguilla - PR Donation program the applicant must make a donation of S150,000 to the Capital Development Fund. There is also another $50,000 required per additional dependent.
According to the SovSpot Passport Ranking Index, the Anguilla passport is now ranked 53rd. It allows entrance to 114 countries without requiring a visa. As a result, it has a good overall mobility score and is a desirable passport. Visa-free travel and visa-on-arrival are available to Anguillan passport holders in countries such as Singapore, the United Kingdom, the United States, Brazil, and the entire European Union. This enables for almost instantaneous travel. Anguillan passport holders, on the other hand, need a visa to visit roughly 126 countries around the world. China and Russia are two countries that require a visa. Anguilla has a scheme called Residency by Investment. Applicants can gain Anguilla residence in 6 months after completing a due diligence process and making the required economic contribution to the country.

There are now 106 visa-free countries for Anguilla passport holders, 6 visa-on-arrival countries for Anguilla passport holders, and 2 eTA destination.
